Miami Building Efficiency 305 (BE305) Benchmarking

What is Miami's Building Efficiency 305 (BE305) program?

Building Efficiency 305 (BE305) is the City of Miami’s energy and water benchmarking and retuning program. It requires owners of commercial and multifamily buildings of 20,000 square feet or more to benchmark their energy and water use every year and report it to the City.

Benchmarking phased in by building size from 2023 to 2025, and all covered buildings now report every June 30. Starting in December 2028, buildings of 50,000 sq ft or more must also complete retuning of their building systems every five years.

What buildings must comply with Miami BE305?

  • Commercial buildings of 20,000 sq ft or more in the City of Miami
  • Multifamily buildings of 20,000 sq ft or more with more than five units
  • City-owned buildings that meet the threshold

Single-family homes, duplexes, residential buildings of five units or fewer, and industrial buildings are not covered. Private owners can request a one-year exemption for financial or undue hardship, or for affordable housing where over 25% of units qualify. Exemption requests are due by April 1.

Note: BE305 applies within the City of Miami, not all of Miami-Dade County.

What is the penalty for non-compliance?

  • First-time violation: fines of up to $250 per day.
  • Repeat violation: fines of up to $500 per day.
  • Public disclosure: the City publishes benchmarking information one year after a building’s first report.

What is the compliance process?

Miami owners report through ENERGY STAR Portfolio Manager. A typical filing looks like this:

  1. First, look up your building’s Miami Building ID and add it to your property in Portfolio Manager.
  2. Next, request whole-building energy data from FPL and water data from Miami-Dade Water and Sewer.
  3. Then enter 12 full months of data (January 1 to December 31) for the previous year.
  4. If you qualify for an exemption, submit your request with documentation by April 1.
  5. Finally, submit your benchmarking report through Portfolio Manager by June 30.

What is the deadline for Miami BE305?

BE305 benchmarking reports are due June 30 every year and cover the previous calendar year.

Retuning reports for the largest buildings begin December 1, 2028, so now is a good time to plan.

What is the purpose of Miami BE305?

Buildings are Miami’s largest source of energy use and emissions, and the City faces rising heat and sea levels. BE305 serves two main goals:

  1. Cut energy and water use. Benchmarking and retuning help owners lower utility costs and make buildings more resilient.

  2. Make performance transparent. Public data helps tenants and buyers compare buildings. Many owners also pursue ENERGY STAR certification.
